重庆建立全国唯一省级网络传销监测平台2018-07-17来源:重庆日报记者从重庆市工商局获悉,因重庆在信息平台和网络传销监测方面的突出成绩,重庆市工商局被国家相关部门确定为全国唯一的省级网络传销监测点,并在重庆工商情报信息工作平台的基础上,探索建立网络传销监测平台。 据了解,网络传销监测平台依托情报信息工作平台的智能技术,通过特征解析、模型识别、关联挖掘等技术,整理入库了2万多个传销样本,分析建立了采集模型、特征模型、风险指数模型等3大类11个数据模型,对1257个大型综合网站,2203个涉传自办网站进行了监测分析,已监测采集到涉嫌传销情报信息万条。

网络传销监测平台监测发现的涉嫌传销名目,涉及互联网金融、电子商务、微商、网络游戏等十大类。

为了准确高效处置这些涉传名目,平台还建立了传销个案风险测评体系,对每一个涉嫌传销名目的风险指数进行评估,并将风险指数值设定为0到1。

当风险指数小于时,表示该主体发展的规模不大、宣传不活跃、举报投诉较少、社会危害性暂未显现,作一般关注;当指数处于到之间时,表示该主体有一定发展规模,作重点关注;当指数处于到时,表示该主体涉嫌传销,规模正在迅速发展,民众反响较大,应当进行预警,针对这种情况,市工商局将进一步深挖线索,撰写个案专题报告上报总局并及时移送相关省市工商机关查处;当指数大于时,表示该主体涉嫌传销,危害程度较高,应及时进行打击。

记者也在系统上看到,平台采集到重庆的涉传情报信息共万余条,相对较少,说明目前重庆的传销态势处于总体可控状态。

这主要得益于重庆始终保持对传销的高压打击态势,做到线下实证、抓早打小,重庆打击传销工作已经连续6年名列中央综治考评第一名。 (记者曾立)。
